论行政惠民理念下的行政法制度重构

构建和谐社会是我们当下的诉求,在行政法领域内关于如何构建和谐社会的著述也并不鲜见。作者从行政惠民的基本理念出发,提出行政法制度安排起点的转变是给惠于民、和谐官民关系的重要一环,并进而提出实现这种转换的基本方法,以期为构建服务型政府、惠及民众并最终达致社会和谐找寻到另一路径。

Reconstruction of the Starting Point for Administrative Law System in Light of Public Oriented Administration

To build a harmonious society is our immediate demands and writings on how to build a harmonious society are not uncommon in the field of administrative law.Based on the basic concept of public oriented administration,the author proposes that the conversion of the starting point for administrative law be the key to serving the public and stimulating the harmony between the government and the public,and thus puts forward the basic methods of realizing the conversion in order to find another path of serving the public,building a service-oriented government as well as achieving the ultimate social harmony.
