“搁置争议、共同开发”原则的困境与出路

近些年来中国倡导的＂搁置争议、共同开发＂原则,不但在理论上陷于困境,在实践方面也面临严峻的挑战。＂搁置争议、共同开发＂原则难以付诸实践的原因主要有：政治意愿缺乏、现实需要不强、岛屿主权争议、争议海域（海区）模糊以及外部势力干扰等。今后中国政府在解决与周边国家领土和海洋权益争端时,一方面仍然要倡导＂搁置争议、共同开发＂原则,并争取在实践方面有所突破;另一方面,也要做好利用其他和平方法解决国际争端的准备。

The Principle of Shelving Disputes and Joint Development:Dilemma and Wayout

The principle of ＂shelving disputes and joint development＂ advocated by the Chinese Government in recent years not only fell in theoretical dilemma,but faced serious challenges in practice.It is hard for such a principle to be put in effect because of political unwillingness,feeble realistic needs,sovereignty dispute over islands,fuzziness of disputed territories,foreign interference,etc.So,in the future,the Chinese Government should on one hand stick to the principle of shelving disputes and joint development and make efforts to breakthrough in practice,and on the other be ready to solve international disputes by other peaceful means when China has territorial and marine disputes with surrounding coutries.
