农村公共产品供给现状、成因及对策分析

目前农村公共产品呈现供给总量不足、供给机制不合理的现状;其主要原因是城乡二元结构、农村公共产品供给机制不合理、政府权责配置不当及农村财政困难等,这严重制约了农村经济社会的发展;为此,必须采取打破城乡"二元结构"、统筹城乡发展,完善转移支付制度、加大财政投入,改革农村公共产品供给机制,实现农村公共产品供给资金渠道多元化等措施,改变农村公共产品供给现状。

Status Quo,Causes and Countermeasures of Rural Public Goods Supply

At present,the status quo is the shortage of gross supply and the unreasonable supply mechanism in rural public goods,which is mainly caused by the urban-rural dual structure,the unreasonable rural public goods supply mechanism,misallocation of government’s rights and responsibilities,rural financial difficulties and so on.It has seriously restricted the development of rural economy and society.Therefore,measures should be taken to break down the urban-rural dual structure,balance urban and rural development,improve the system of transfer payments,increase the financial input,transform the rural bublic goods supply mechanism.and realize the channel change the status quo of rural public goods supply.
