| 摘 要： | 由于历史、文化、经济等诸多因素导致了农村灰色势力长期存在,其对新农村建设在各个方面所产生的负面影响已使其成为不可忽视的势力群体.能否有效治理农村灰色势力已成为新农村建设必须正视的课题.治理农村灰色势力要从宏观层面和微观层面进行.宏观上应强化基层政权建设,加速统筹城乡综合配套改革的实践进程,加强农民的教育,微观上对不同灰色势力区别对待,分别着手进行治理.
