考察撒哈拉以南非洲的人力资源现状可见,该地区的人口增长并未给这个区域带来丰富的人力资源,相反,过快的人口增长给医疗和教育带来了压力,由此,人口的健康、知识与技能水平在当今世界都极为落后。艾滋病对该地区人力资源破坏明显,并导致了劳动力短缺、工商企业成本增加、投资减少,以及经济增长率下降等问题。在落后的经济背景下,提高撒哈拉以南非洲人力资源的能力,需要推进人口控制、艾滋病预防以及争取外援、减免外债等项目,并且在此基础上加大中、小学的教育投入。

On the Present Human Resources of Sub-Saharan Africa

The increasing population in sub-Saharan Africa has not brought abundant human resources to this area, but put pressures on medical treatment and education with its too fast population growth, so the population's health, knowledge and technique level all extremely lagged behind our times. And AIDS has made heavy breakage to its human resources, which has resulted in many problems such as shortage of labor, increase of industrial and commercial cost and decrease of investment, and the dropping economic growth rate. Under the background, projects should be carried out to boost population control, to prevent AIDS, to attract foreign aid and to remit the external debt and to increase the investment on education of the middle and primary schools.
