| 摘 要： | 西方发达国家有着比较完善的城乡一体化的社会保障体系,值得我国学习和借鉴.与西方发达国家相比,我国建立城乡一体化的社会保障体系可行性因素有:经济条件、非经济条件、时间差、迫切性;从发达国家建立城乡一体化社保体系时机选择的历史经验,我国可以借鉴的有:建立多层次、渐进式的覆盖方式;建立健全城乡一体化的社保法律体系;抓住时机、未雨绸缪,积极促进城乡一体化社保体系的建立;加大中央财政用于社保的支出比重.
