| 摘 要： | 采取《面向企事业单位科技工作者问卷》和《面向企事业单位问卷》等方式对《合肥市科技进步条例》实施十多年的效果进行问卷调查与分析。问卷调查结果显示:《合肥市科技进步条例》基本实现了科技立法的目的,但仍然存在政府宣传力度不够、科技投入相对不足、产学研合作亟待加强、激励措施有待完善等缺憾。因此,给出相关建议,为今后相关法规的修订提供较为可行的借鉴。

| Abstract: | Questionnaires are made for scientific and technical personnel on the application effect of Hefei Science & Technology Advancement Rules for ten years,which have been analyzed.The results indicate lots of scientific and technical personnel think Hefei Science & Technology Advancement Rules is an important local law.Meanwhile,they also think it still has its shortcomings.According to investigation,some pieces of advice have been given for the Rules for the purpose of setting and amending of relevant rules and regulations. |
