《中欧全面投资协定》赋能“双循环”新发展格局

《中欧全面投资协定》的签署对深化中国和欧盟的双边经贸合作以及推动世界经济复苏都具有重要意义,立足于中国着力构建的“双循环”新发展格局,研究了《中欧全面投资协定》对“双循环”新发展格局的推动作用。研究认为,《中欧全面投资协定》是一项互利共赢的双边投资协定,具有高标准、深度化和宽领域的经贸规则内在特征。为了进一步发挥《中欧全面投资协定》促进中欧双边投资,并为中国“双循环”新发展格局赋予新动能的作用,中国需要持续扩大内需,激发居民消费意愿和能力,培育新消费热点; 激励技术创新,不断加强和完善科技创新体系建设; 加快国内改革,统筹做好经济总量和供给结构之间的关系; 对标高标准国际经贸规则,推动要素资源自由流动,推进高水平对外开放,打造法治化、便利化和国际化的营商环境。

China-EU Comprehensive Agreement on Investment empowering a new development pattern of "dual circulation"

The signing of the China-EU Comprehensive Agreement on Investment(CAI)is of great significance for deepening the bilateral economic and trade cooperation between China as well as for boosting the global economic recovery. Based on the new development pattern of "dual circulation" which China strives to construct, this paper studies the promoting effect of the CAI on the new pattern. This paper argues that the CAI is a mutually beneficial and win-win bilateral investment treaty with high standards, in-depth and wide-ranging economic and trade rules. In order to enable the CAI's effect of promoting Sino-EU bilateral investment and empowering new functions to the new development pattern of "dual circulation", China needs to continue to expand its domestic demand, stimulate the intent and ability of residents to consume, cultivate new hotspots for consumption; inspire technological innovation, continuously strengthen and improve the construction of the technological innovation system; accelerate domestic reform, properly coordinate the relations between the economic aggregate and supply structure; strive to be up to par with the high-standard international economic and trade rules, boost the free flow of factor resources, promote the high-level opening-up to the outside world, and construct a legal, convenient and internationally recognized business environment.
