改善人口结构促进高质量发展的理论逻辑与政策选择

为进一步改善人口结构,落实“三孩政策”这一新人口政策来促进中国经济高质量发展,结合新人口政策实施的宏观背景,分析中国人口结构转变与促进高质量发展的理论逻辑与政策选择。研究认为,正确认识改善人口结构与促进高质量发展的关系,全面落实新人口政策,实施积极应对国家老龄化战略,培育经济发展的新动能,对实现中国经济高质量发展目标具有重要意义; 改善人口结构促进高质量发展的理论逻辑在于拉动内需扩大,推动构建现代化产业体系,为高质量发展营造良好的人口环境; 要加快构建新发展格局,加大高素质人才培养力度,进一步深化制度改革,推动中国人口长期均衡发展,协调人口发展与高质量发展的关系。

Theoretical logic and policy choice of improving population structure and promoting high quality development

In order to further improve the population structure and implement the new "three-child" population policy to promote the high quality development of China's economy, this paper analyzes the trend of the transformation of China's population structure based on the macro background of the implementation of the new population policy. The research believes that, it is of great significance to correctly understand the relationship between improving the population structure and promoting high quality development, comprehensively implement the new population policy, actively respond to the national aging strategy, and cultivate new momentum of economic development to achieve the goal of high quality economic development in China. Moreover, the theoretical logic of improving the population structure and promoting high quality development lies in: stimulating the expansion of domestic demand; promoting the construction of modern industrial system; and creating a good population environment for high quality development. It is necessary to speed up the construction of a new development pattern, strengthen the cultivation of high quality talents, further deepen the system reform, promote the long-term balanced development of China's population, and coordinate the relationship between population development and high quality development.
