乡村治理:精英与政府间的博弈

农村社会事务的复杂性、治理场域的差异性决定了当代中国乡村治理主体不会是唯一的而可能是多元的。在乡政村治治理格局下,村庄治理主体可以被析出主要的三方:乡镇政府、村民委员会、乡村精英。学界有一种观点认为,乡村精英或成长为村庄治理的主体。能否或者可能,将取决于三者之间的利益和权力博弈。当然,这种博弈并非出自各方治理主体的主观意愿,而是农村社会的深刻转型与发展态势使然。其中,地方精英与乡镇政府的博弈态势对村庄治理将产生重要影响。
