| 摘 要： | 依靠科技创新和体制创新推动经济发展和结构调整，是贯彻落实国家《十大产业调整振兴规划》和实施科技创新战略的客观要求。在当前应对全球金融危机的紧迫时期，辽宁经济发展的关键是围绕结构调整的主线，依靠科技进步与创新，带动产业结构升级和经济结构调整，实现经济增长方式的转变。通过对科技创新与辽宁经济结构现状及其互动关系的研究，构建辽宁经济结构优化评价指标体系和结构导向型科技创新体系，为实现辽宁生产力跨越式发展提供理论支持。
