县域始于春秋时期,是国家行政区划的基本单位.它包含经济建设,即农、林、牧、渔、副;工商、乡镇、个体、私营、中外等.社会建设即保护环境和自然资源,计划生育和人口控制,社会保障和消除贫困,医疗卫生和体育事业,发展民主和政治参与;实行法制和依法治县,公共秩序和社会安定等.这样,人才能摆脱贫穷,走出困境,未来才有希望.

On the Construction and Continuable Development of the County

County as an administrative division originated in the Spring and Autumn Period. It is the basic administrative division of the country. Construction at the county level is of two aspects: economic and social. Its economic construction includes the development of agriculture, forestry, animal husbandry, fishery, sidelines, industry and commerce based on township enterprises, self employed enterprises, private enterprises and sino foreign joint ventures. Its social construction includes the protection of environment and natural resources, family planning, social securities, poverty elimination, medical and health work, sports, the development of democracy and political participation, legislation and governing the county in line with laws, as well as maintaining public orders and social stability, etc. With such a strategy, the people can be out of poverty and can ensure themselves a promising future.
