| 摘 要： | 朝鲜半岛问题标示着东北亚区域和平与合作的趋向,牵动着有关各国的外交与安保战略的制定与实施。如何区分朝鲜半岛问题的内涵与性质,左右着东北亚战略与政策的实施与成败。中国的东北亚战略与政策不仅着眼于朝鲜半岛的和平与统一,更致力于东北亚乃至东亚的和平与发展。有关各国应着眼于区域大局,以各国和平发展的共同利益为重,采取积极行动,通过六方会谈等合作机制,使朝鲜半岛问题成为促进区域一体化和共同体构建的新契机。
