新时代乡村教师队伍建设的政策脉络和实践理路

加快推进教育现代化,建设教育强国,办好人民满意的教育,其薄弱环节在农村,短板在于乡村教师队伍。《乡村教师支持计划(2015—2020年)》(简称《计划》)颁布实施5年来,乡村教师“下不去、留不住、教不好”的局面得到初步好转,乡村教师队伍整体面貌发生了根本性变化,政策实施成效显著。为贯彻落实党的十九大和全国教育大会精神,进一步加强新时代乡村教师队伍建设,2020年7月教育部等六部门联合制定出台《关于加强新时代乡村教师队伍建设的意见》(简称《意见》),使得政策措施持续发力,继续释放政策红利。从《计划》到《意见》,乡村教师政策不仅带来了乡村教师队伍数量的增加,更是促进了其质量的提升。深入了解政策变迁的时代背景和内在逻辑,有助于正确理解和贯彻落实乡村教师政策,促进新时代乡村教师队伍建设。习近平新时代中国特色社会主义思想是加强新时代乡村教师队伍建设的重要理论基础。党的十八大是乡村教师政策历史性转折点,而党的十九大则开启了乡村教师队伍建设新时代。新时代乡村教师队伍建设的实践理路在于:加强党的领导是根本保障;形成合力、坚决贯彻是基本要求;化解矛盾、突破瓶颈是关键;因地制宜、创新发展是新的增长点。

The weakest aspects of modernizing education and developing satisfactory education lies in rural education and building the team of rural teachers.In the five years since the“Rural Teacher Support Plan 2015-2020”(thereafter referred to as the“Plan”)was promulgated and implemented,the situation of rural teachers“cannot go,retain,and teach poorly”has been initially improved,and the overall outlook of the rural teacher team has become fundamental Changes,policy implementation has achieved remarkable results.In order to implement the spirit of the 19th National Congress of the Communist Party of China and the National Education Conference,and further strengthen the construction of rural teachers in the new era,in July 2020,the Ministry of Education and other six departments jointly issued the“Opinions on Strengthening the Construction of Rural Teachers in the New Era”(referred to as“Opinions”),introduced favorable policies for rural teachers,focused on the continuation and convergence of policies,and continued to release policy dividends.From the promulgation and implementation of the“Plan”to the promulgation of the“Opinions”,the rural teacher policy has not only brought about an increase in the number of rural teachers,but also an improvement in quality.A thorough understanding of the background and internal logic of policy changes will help to correctly understand and implement policies and measures for rural teachers,and promote the construction of rural teachers in the new era.Xi Jinping s socialism with Chinese characteristics in the new era is an important theoretical basis for strengthening the construction of the rural teacher team in the new era.The 18th National Congress of the Communist Party of China was a historic turning point in the policy of rural teachers,and the 19th National Congress of the Party opened a new era of rural teacher construction.The construction of the team of rural teachers in the new era should strengthen the leadership of the party,implement policies and measures,solve bottlenecks,and encourage innovative development.
