| 摘 要： | 新中国成立后,中国共产党在各城市开展了基层管理体制的大规模重建。伴随着传统的城市基层管理制度的废弃,新兴的基层居民组织纷纷出现,经过艰苦探索,最终确定了居民委员会为城市最基层的社会管理组织。城市居民委员会制度的建立,构建了具有中国特色的城市基层社会治理格局,为新中国初期城市经济恢复和社会改造发挥了重要作用。
