端方是清末满族权贵中较为开明的封疆大吏,一生历仕南北数省督抚等要职,在政坛显赫一时。端方在晚清现代化过程中起到了很大的作用,推动了清政府的现代化决策,促动了清政府在政治、经济、教育、民族和外交等方面的现代化改革。端方在湖北、湖南、江苏等地区的区域现代化建设方面做出了较显著的成绩。
