| 摘 要： | 国家创新体系是由知识创新和技术创新相关的机构和组织构成的网络系统，是推动国家经济和科技创新的重要力量。高等院校是国家创新体系的重要组成部分。民办高校作为高等院校的重要组成部分，要根据自身在高等教育中的定位特色，以培养知识应用系统中既具有一定的理论修养，又具有较强实际操作能力的大众型创新人才为己任，并建立与地方中小企业、科研机构相结合的产学研联盟，在地方区域经济创新体系中发挥应有的作用。
