| 摘 要： | 从一些典型个案来看,当代中国地方政府机构改革陷入困境的深层原因在于没有理顺纵向政府间关系,形成了纵向政府间机构设置整齐划一的结构。从西方发达国家以及深圳、顺德等地的实践来看,地方政府机构设置多样化与国家的统一管理并不矛盾。因此,调整纵向政府间关系应该成为地方政府机构改革的新视野。

| Abstract: | Judged by some typical examples,the reason why local governments' reform was lost in a predicament lies in that the vertical relationship among governments has not been adjusted.However,judged by the western states and China's Shenzhen and Shunde,it is not contradictory between the diversity of local government institutions and the unified governing of the state.Therefore,adjusting the vertical relationship among governments should be a new vision of local government reform. |
