| 摘 要： | 介绍保税区和自由贸易区的相关理论，指出中国保税区存在的主要问题，分析大连保税区的发展现状，利用SPSS软件对大连保税区近10年发展情况进行统计分析和绩效评价，探讨大连保税区向自由贸易区转型的必要性及有利条件，并提出大连保税区向自由贸易区转型的战略目标、发展模式、发展步骤以及所需采取的措施。
