我国农村社会保障发展进程研究

社会保障制度从城市延伸到农村的前提条件是经济必须发展到一定程度,建立城乡统一的社会保障制度是人类现代文明的重要标志。我国农村社会保障体系建设的条件基本成熟,应明确近期目标、长期目标和阶段性目标,并根据其发展的历史进程,着力推进“广覆盖”目标、“社会化”进程、“多元化”格局、“混合型”管理和“法制化”建设。

The Research on the Development of Rural Social Security in Our Country

The precondition of extending social security system from urban areas to rural ones is economy's development to some degree.Consolidating urban social security system and rural one is an important sign of modern human civilization.Now,the basic condition of building the rural social system in our country matures.What we should do is to specify short-term targets,long-term targets and phased targets.We should also try our best to push broadly covered targets,socialized process,pluralized patterns,mixed management and legalized construction.
