| 摘 要： | 本文对市场经济环境下激励与约束这两个本质问题进行了分析，激励与约束相对资源的市场配置而言，是市场经济更为本质的东西。在经济转轨过程中，虽然激励与约束缺一不可，但激励是根本。要实现对资源的有效分配，关键是要建立激励与约束机制，这是提高经济效率的动力。

| Abstract: | This paper analyzes the two essential issues of encouragement and restraint under the environment of market economy. As far as allocation of resources under marker force is concerned, encouragement and restraint are most es- sential in the market economy. Suggested in this paper, encouragement is on essential though encouragement and re- straint are both indispensable in the process of economic transition. The key to efficient allocation of resources is to es- tablish a mechanism of encouragement and restraint, which is an ~impetus to the improvement of economic efficiency. |
