| 摘 要： | 2020年初新型冠状病毒疫情来势凶猛,对世界各国各个方面都造成很大的冲击,“公共卫生”一词成为世界备受关注的词汇。日本作为一个灾害频发国,经过近百年来的努力,形成了一套完善而又高效的公共卫生体系。日本公共卫生体系的建设经验及本次新冠疫情应对有很多经验教训需要认真总结。本文内容主要包括三部分:首先简要梳理了近现代以来日本公共卫生体系的发展简史;其次从管理与服务机构和几大子系统,分析了日本公共卫生体系的结构;最后总结了日本应对新型冠状病毒疫情的情况,简要地总结了其经验与不足。

| Abstract: | With the rapid spread of the COVID-19,the whole world has encountered a huge rush in many aspects,and the word of public health has become a word of great concern worldwidely.As a country with frequent disaster,Japan has formed a complete and efficient public health system after efforts of nearly a hundred years.Experiences of the construction of Japan's public health system and outcomes from the response to the COVID-19 need to be summarized seriously.The paper mainly includes three parts.Firstly,the development history of Japan's public health system since the modern times was introduced briefly.Then,analyze the structure of Japan's public health system based on management and service agencies and several big subsystems.Finally,summarize the situation of Japan's response to the COVID-19 and its experiences or drawbacks. |
