| 摘 要： | 洞庭湖湿地是长江流域极为重要的调蓄滞洪区、长江中游水域生态平衡重要功能区和全球重要的珍稀候鸟越冬栖息地.同时也是支撑长株潭地区"两型社会"建设的生态基础.应当以湿地科学为指导.树立湿地生态系统综合管理理念,打破条块结合的湿地行政管理格局.构建长株潭城市群与环洞庭湖地区的整体联动机制,将洞庭湖自然湿地当作统一的省重点生态区进行管理,在长株潭城市群与洞庭湖地区之间建立生态和经济的对接与互补关系,设立洞庭湖管理委员会协调岳阳、常德、益阳三市的湿地管理.
