| Abstract: | Balance is the best situation of development. To practice the scientific outlook on development and realize the overall planning need the balance thinking to adjust the interests nelationship. Balance thinking is applied in general management. The manager is asked to control the balance in the government management, enterprise management, employment and incentive mechanism. |
