| 摘 要： | 人力资源与经济发展的关系日趋密切,也与贫困息息相关.我国不发达地区要想从根本上消除贫困就要开发人力资源,提高贫困地区的整体人口素质.树立以人为本新观念,实施科教脱贫战略、加大教育投资、调整教育结构、普及基础教育、优化人才结构等是不发达地区消除贫困的根本措施.

| Abstract: | Human resources has increasingly and closely linked not only with the economical development but also with poverty.In order to eliminate poverty in our underdeveloped reginons,human resources should be developed and the overall quality of the population in the regions concerned shoulded be raised.The radical measures should be the following: establishing the concept of humanism,carrying out the stategy of removing poverty by means of science and education,increasing the investment in education,restructuring the education,popularizing the elementary education and optimizing the structure of talents. |
