| 摘 要： | 中国少数民族行政制度发展的特点和整个进程,可以通过三条主线概览:即皇权统治下的少数民族行政制度的二元结构,它反映了中国少数民族行政制度在阶级对立社会中,历史运行的基本内容和纵向画面;发展不平衡条件下少数民族行政制度的多元特征,是少数民族内部政治、经济、文化诸方面的差异性在行政制度上同一时空中的横向展现;新中国新旧体制转换下的民族区域自治行政管理制度,既是中国少数民族行政管理制度历史发展的必然结果,又是中国少数民族行政管理制度历史发展的必然选择。

| Abstract: | The traits and development of the administrative system of China's minorities as well as its whole process find expression mainly in the following three outlines: the dual structure of this system under the rule of the imperial court reflects its basic content and historical picture in the society with class clashes;its pluralism under the conditions of unbalanced development is a reflection of their inner political,economic and cultural differences in the same period;its administrative system of regional autonomy in new China is both an inevitable outcome of historical development and a necessary choice in history. |
