Dong Han, Cao Wei, Xi Jin, and Bei Wei made Luoyang the capital. Her position as a political centre made the Heluo Area the Center of the water transport and stores of grain. The storehouses for keeping grain were scattered over the states and counties along the Yellow River and the Luo River.
