| 摘 要： | 本文阐述了矿产资源代际公平配置理念 ,探讨了公正储蓄率与真正储蓄内涵、提出了真正储蓄为非负的两个必要条件 ,分析研究了贴现率与矿产资源可持续利用的关系及调节资源利用贴现率的途径。

| Abstract: | The fair intergenerational allocation of the mineral resources is expounded. The connotation of the just deposit rate and true saving is approached .Two conditions that the true saving is no negative are raised. The relationship between the discount rate and the sustainable utilization of the mineral resources are analyzed to find ways of regulating resource discount rate. |
