| 摘 要： | 强制医疗责任保险发挥着弥补受害患者损失、减轻医疗机构赔偿压力和分散医疗风险以及防范医疗纠纷的重要作用,在市场机制暂时不能实现这一目标时,通过政府介入,推行强制医疗责任保险是必要选择。推行强制医疗责任保险制度可以有两种方式———以行政命令手段或以法律手段,且立法强制医疗责任保险必须解决科学厘定保险费率,同时应加快制定与医疗过失责任的法规相匹配的医疗体制改革的政策。
