上海城市非核心功能疏解研究

上海疏解城市非核心功能,必须贯彻创新、协调、绿色、开放、共享五大发展理念,按照"研发在上海,生产在外面;头脑在上海,身体在外面;关键制造在上海,一般产业链在周边"的发展思路,结合控制"四条底线",逐步将不符合上海城市的部分功能和产业向周边地区及内地有机疏解,减少经济增长"四个依赖",进一步提升城市核心功能和资源配置效率,优化城市发展环境,增强上海参与国际竞争和合作的能力,带动大上海都市圈和长三角城市群协同发展.

Research on Shanghai's Non-core Function Dispersal

To disperse its non-core functions,Shanghai must carry out five development ideas, that is, innovation, coordination, green, open, and sharing, according to the developing ideas, "research and develop in Shanghai, produce outside;mind is in Shanghai, but body is outside;the pivotal manufacturing in Shanghai, but general industrial chain in the surrounding", combining with the "four base lines", gradually disperse functions and industries which don't meet Shanghai's urban characteristic and development direction to neighboring areas and backland, reduce "four kinds of dependence" of economic growth, to further enhance the urban core functions and efficiency of resource allocation, optimize urban developmental environment, improve Shanghai's ability to participate in international competition and cooperation, promote the coordinated development of Shanghai metropolitan area and the Yangtze River city group.
