建设社会主义新农村解读

党的十六届五中全会提出建设社会主义新农村的战略目标,对于解决农业、农村、农民的“三农”问题具有十分重要的意义。“三农”问题,说到底是个农民问题,建设社会主义新农村是解决农民问题的延伸。建设新农村的关键是改变城乡二元经济社会结构,切实认识到建设社会主义新农村,既是一个鼓舞人心的目标,又是一项长期的任务和庞大的系统工程。在新农村建设中,各级政府要肩负起领导重任。

On Construction of Socialist New Countryside

The 5th Plenary of the 16th Congress of the CPC Central Committee raise the strategic target of building a new socialist countryside; it is of great historic importance for the solution of the problems relating to agriculture, rural areas, and the farmers. These three agriculture-related issues are actually rooted in the farmers' problem. The key is to break down the dual structure with urban-rural segmentation. Building a new countryside is both an inspiring and a long-term arduous task which requires the governments at various levels take on main responsibilities.
