对口支援与散杂居民族地区小康建设--来自江西省少数民族地区对口支援的调研报告

本文在哈罗德-多马的经济增长模型的框架下,主要运用"贫困恶性循环"理论和新增长理论,分析了对口支援与散杂居民族地区小康建设之间的内在逻辑联系.实践中,江西省直部门对口支援散杂居民族地区的显著成绩也证实了这种内在逻辑联系.基于理论与经验分析,本文的结论是,对口支援是民族经济走出贫困恶性循环、经济发展和小康建设的第一推动力和不可超越的阶段,江西的经验值得散杂居民族地区的省份借鉴和推广.

Counterpart Aid and Building a Well-off Society in Areas Inhabited by Many Ethnic Groups--A Fact-finding Report on Counterpart Aid for Minority Nationalities in Jiangxi Province

This paper analyzes the internal logic connection between counterpart aid and building a well-off society in areas inhabited by many ethnic groups. In practice, the internal logic connection is confirmed by the remarkable achievements of counterpart aid in Jiangxi province. Owing to the theoretical and experimental analyses, we hold that counterpart aid will be the first motive force and the stage which couldn't be surpassed in national economic development and building a well-off society, and that the experience in Jiangxi province can be applied and popularized in other provinces.
