| 摘 要： | 如何协调好政府间关系,既是一个历史难题,又是改革中所面临的现实挑战。条块关系是中国政府间关系模式的基础,也是地方政府体制中基本的结构性关系。“条块分割”的政府管理体制造成了行政效率低下、政府机构庞大和中央决策的“中间梗阻”等诸多问题。为了给当前政府间关系重构的实践提供有益的经验,很有必要对条块关系作一个深入、系统的理论研究。

| Abstract: | How to coordinates the intergovernmental relations,not only is historical difficult problem which always exists,but also is the reality challenge which in the reform faces.Tiao-kuai relation is the basic structural one of local government system in China.Tiao-kuai segmentation causes many problems,such as low administrative efficiency,huge government size,and difficulties of implementing the central government's policies.The article has discussed several basic questions in research of Tiao-kuai relaition,as well as methodology choice. |
