北京市发展绿色建筑的激励政策研究

在分析北京市绿色建筑的发展现状及其主要问题基础上,设计了"十二五"时期北京市发展绿色建筑的激励政策总体思路与基本框架,并提出了发展绿色建筑的激励政策。研究表明:在绿色建筑发展起步阶段,应对绿色建筑的供给端和消费端进行正向激励,发挥政府在推动绿色建筑发展的核心作用;随着绿色建筑的不断发展,应逐步发挥市场在推动绿色建筑发展的基础性作用,政府应逐步降低对绿色建筑的激励力度,运用反向激励扶持绿色建筑发展。

A Survey on Incentive Policy for Developing Green Buildings in Beijing

Based on the analysis of the status quo and major problems in the development of green buildings construction in Beijing,this article proposes a general consideration and framework for the incentive policy making in the development of the green buildings in Beijing in the Twelfth Five-Year Plan period,and presents incentive policy’s specifics of developing green buildings.The study shows that,in the starting stage of green buildings development,the government should play an important role in providing more positive incentives for both supply and consumptionside of green buildings.With continuous development of green buildings,the market should gradually play a fundamental role in the development of green buildings,while the government should implement policies in curbing and restricting high energy-consuming buildings in order to give incentives from inverse.
