林地补偿标准新议

随着工业化和城镇化的加速发展,城镇对土地的需求剧增,林地已成为城镇用地的重要后备资源,但现行林地征收补偿标准偏低,且林地具有其他自然资源无可替代的巨大的生态功能与生态效益,在国际民生中发挥着重大的作用。以黑龙江省现有森林的翔实数据,分析、计算出黑龙江省现有森林的一系列生态功能和生态效益,提出了以森林生态效益作为确定其征收补偿的依据和具体标准,构建了林地征收补偿费模型。

On the Standard of the Woodlands Compensation

With the accelerated development of the industrialization and urbanization,the dramatic increasing demand for land of urban,the woodlands have become an important back-up urban land resource,but the current standard of expropriation compensation of woodlands is so low.The woodlands have irreplaceable huge ecological functions and ecological benefits than other natural resources,meanwhile they play a significant role in international people’s livelihood.With the detailed data of the existing woodlands in HeiLongjiang province,this article analyzes and calculates a series of ecological functions and ecological benefits of the existing woodlands in HeiLongjiang province.It also proposes taking the ecological benefits of woodlands as determining the basis of expropriation compensation and specific standards,builds a model of expropriation compensation of the woodlands.
