对建立高校二级管理体制有关问题的探讨

高校二级管理体制的建立是高等教育改革的必然。以组织结构的构建、组织功能的发挥为视角,从高校管理体制的组织分工、机构设置和权限划分等方面,对高校二级管理体制建立过程中必须处理的各种关系进行分析,认为高校二级管理体制的建立是一个职能的分工、权限的下放、机构优化设置和制度完善的过程,是一个系统工程。在此基础上,针对如何科学理解高校二级管理和顺利推进二级管理体制的建立,提出了要明确院校职能,落实责任,实施权限调整,加强制度规范,进而保证二级管理中相应职能的有效发挥。

Problems in Establishing the Affiliating Administrative Systems in Colleges & Universities

The establishment of affiliating administrative systems is the final choice of the educational reform in colleges and universities. The diversity of relations that the establishment of such systems involves are examined in this paper, including the formulation of organizational structures, the performance of organizational functions, the organizational division of college administrative mechanism, the arrangement of offices and the division of power. It is held that the establishment is a process of functional division, power division, structural optimization and systematic improvement. Therefore, it is a systematic project. In order to succeed in this undertaking, it is suggested that colleges and universities should make clear the responsibilities of all affiliating departments, readjust their power and duties, and further enhance the implementation of regulations and norms. In this case, the affiliated departments can work effectively and fulfill their responsibilities.
