| 摘 要： | 优化农村发展环境是解决"三农"问题的内在要求,是调动农民积极性的客观需要,是推动农村社会全面持续发展的基本保障;优化农村发展环境必须坚持政府主导、全面统筹,做到上下协调一致,内外有机结合;必须坚持以人为本的原则,全面提高农村干部群众的素质。
