| 摘 要： | 政府权力是以国家强制力为保障的 ,对全体公民和组织有约束力的力量。政府权力失控必然造成对公民、法人和其他社会组织的合法权益的侵犯。对政府可能产生的违法行为 ,必须有健全的机制进行有效的约束。

| Abstract: | The government's power is based on the state's force and it keeps the whole citizens and organizations within its bounds. If the power is out of control, it is bound to violate the citizens, legal persons and other social organizations' legal rights and profits. It is necessary to establish an effective mechanism to restrain the government's behavior that may violate the law. |
