现有失地农民安置方式的比较分析

通过分析当前中国存在的几种主要安置失地农民的方式的特点和适宜性,为各地政府合理安置失地农民提供参考。采用文献资料法和比较分析法。在我国,一次性货币安置不利于农民的长远利益,重新择业安置需要一定的经济容纳力和选择正确的途径,农业生产安置比较稳但适用条件有限,入股分红安置收益高却有难以规避的风险,而异地移民安置则需处理好许多重大关系方能奏效。必须以农民的根本利益为出发点,根据本地实际情况选择或创建合适的安置方式。

A COMPARATIVE ANALYSIS OF THE WAYS OF RESETTLING PEASANTS WHO HAVE LOST THEIR LAND

Various ways of resettling land-losing peasants practiced currently in China are analyzed in this paper with the methods of document study and comparative analysis. Compensating the peasant once and for all does not seem to serve the long-term interests of the peasants. Resettling them in other industries needs adequate economic capacity and the correct choice of proper ways. The approach of agricultural relocation seems more stable and secure, but it is limited by many factors. Making them shareholders bears great risk though it may mean high profit. Emigration may be feasible, but many relations have to be handled properly. It is concluded that in the resettlement of land-losing peasants, the fundamental interests of the peasants should be given priority and decisions should be made according to the specific local conditions.
