中小企业发展的政府扶持措施探析

占全国企业总数 99%以上的中小企业在我国国民经济发展中起着不可替代的作用, 但目前绝大多数中小企业存在着资金、技术装备以及获得社会服务等方面的困难, 难以应对“入世”后激烈的市场竞争, 这些难题的解决单靠企业自身的力量是不够的, 政府必须给中小企业以各方面的支持, 应借鉴其他国家的有益经验, 建立和完善扶持中小企业发展的政策和法律制度。

On the Governmental Support for the Development of the Small and Medium-sized Enterprises

Small and medium-sized businesses, accounting for over 99% of the total number of the businesses, place an irreplaceable role in China's national economic development. However, at present, most of the small and medium-sized businesses have difficulties to access capital, technical equipment and social services, and to face the heated competition after the entry into WTO. These difficulties must be aided in all aspects by the government, such as introducing other countries' successful experiences, establishing and improving policies and regulations that support the development of the small and medium-sized businesses.
