| 摘 要： | 少数人权利作为人权问题的一部分,已开始受到人们的关注与重视。该文通过对少数人的概念、保护少数人权利的两个理论基础———人权理论和平等理论的分析,提出有效保护少数人权利,对促进社会正义和社会和谐发展具有重要的意义。
