| 摘 要： | 构建学习型政党是中国共产党加强党的执政能力和水平建设的一项战略性举措.陈云曾经为把我党建设成为一个"学习型政党"做出了独特的历史性贡献.他提出了学习是共产党员的责任;党内的老干部、高级干部首先要努力学习;自我批评是共产党员学习的宝贵的武器;读书最好有个小组,要采取与人一起讨论的方法等宝贵思想.
