欧盟农村发展政策调整动向及其启示

从目标框架、政策措施和运行机制三个维度,对2013年欧盟共同农业政策改革调整动向进行梳理。在目标框架上,欧盟农村发展政策目标框架调整确定了六大优先资助的领域,具有全面性及系统性特征;在政策措施上,欧盟在原有对农村发展政策的支持基础上,就应对气候变化、自然资源利用、环境保护、风险管理、加强合作及向非农活动的多样化拓展等政策进行调整;在运行机制上,欧盟在实施农村发展政策过程中采取的资金预算机制设计具有较强的可操作性及灵活性。这些政策调整对面临着相似农村发展问题的中国有较大的启示借鉴意义。

Adjustment of the EU rural development policy and its enlightenment to China

Focusing on the adjustment of its targets, policy measures and operational mechanism, we review the adjusting direction of the EU rural development policy in 2013. The conclusions are mainly as follows： The adjustment of the target of the EU＇s rural development policy is comprehensive and systemic. The EU policy measures, compared to its former one, have been made a lot of adjustments, such as climate change, natural resource utilization, environmental protection, risk management, cooperation and expanding to the diversification of non-agricultural activities in many ways. The mechanism of the adjusting policy has shown a great maneuverability and flexibility during the process of its formulation and implementation. All those mentioned measures have great enlightenment to the China＇s rural development policy.
