| 摘 要： | 河南省三农服务社是对现有粮食收购系统进行组织整合和功能升级的创新设计。以三农服务社作为实现“用最低的成本、最快的速度建立从田间到餐桌的粮食流通主导产业链”发展战略载体的选择，符合政府宏观政策的要求、企业自身发展的需要和农民生产生活的需求。而作为三农服务社本身而言，在建设初期难免会遭遇发展瓶颈和制度约束等难题。为促进三农服务社的健康发展，需进一步明确中心社的功能定位，充分发挥中心社的推动作用，并建立健全相应的保障机制。

| Abstract: | The cooperatives serving farmers, farming and countryside in Henan Province are innovative designing for the organizational integration and functional upgrade of the existing grain purchasing system. As a choice of the strategic carrier for development, the cooperatives meet the needs of the government＇ s macroeeonomic policy, corporations＇ development and farmers＇ production and living by building ＂the dominant grain circulation chain from farmland to people＇s tables at the lowest cost and the highest speed＂.
