| 摘 要： | 我国处于社会转型时期，多元的社会利益格局已经形成，不同社会群体之间的利益诉求失衡，导致当前群体性事件的频发。意识形态僵化、组织建设集权化以及资源投入的“异化”严重制约了群体性事件治理的效率。因此，从制度能力、组织能力以及资源能力3个方面来强化群体性事件的治理能力建设，应成为各级政府的优先议程。

| Abstract: | China is witnessing social transformation, which ests. The imbalance of interest imperatives among different brings about a multi-faced situation of social intersocial classes resuhs in frequent outbreaks of mass disturbance. Ideological rigidity, centralization of organizational construction and the dissimilarity in resources have seriously hampered the efficiency of governing mass disturbance Therefore, it should be the priority agenda of governments at all levels to enhance the capacity construction of governing mass disturbance from three aspects of institutional, organizational and resource capacity. |
