新疆高等学校教育经费投资的现状与问题分析

新疆高等学校教育投资的主要问题是：投入增幅缓慢，与全国平均水平差距很大，生均教育经费支出远低于全国平均水平，国家财政性教育经费投入在西北8省也属偏低省区。要改善这种状况，首先应加大中央财政对新疆高校经费投入的支持力度；其次是政策扶持，建立多元化投融资机制；第三是鼓励创办民资高校。

An Analysis of the Investment into Higher Learning Institutions in Xinjiang

By comparing the scale and structure of the investment in Xinjiang, the whole country and some western countries, this article finds that the main problem with the investment in higher learning institutions in Xinjiang is that the appropriation increases at a slow rate so that the gap is widened between Xinjiang and the average in China and the education expenditure per student is far below the average in China. To change the situation, the government must increase investment in higher learning institutions in Xinjiang, establish multiple investment and fund-raising channels, and encourage private investment in higher learning institutions in Xinjiang.
