理性官僚制与民主的内生张力——现代性的视角

现代性关照下的理性官僚制在“后现代”的重新审视之下捉襟见肘。“后现代”破除了对“现代性”的迷恋和依赖。祛除“理性”之魅同时意味着官僚制的理性基石轰然倒塌。理性官僚制肇始于对专制的反动，却又深陷反民主的“泥潭”，是现代性之祸，还是官僚制自身逻辑使然？抑或两者皆有？探究其中原由，以期对官僚制提供某种解救之道。对官僚制的修修补补并不是解决存在问题的有效办法，但是完全抛弃官僚制在现代社会既不可能也不现实，或许可以选择走一条中间道路。

Rational Bureaucracy and Democracy in the Endogenous Tension --A Modernity Perspective

The rational bureaucratic system under the care of modernity is hard to cope with under the re - examination of the ＂post-modernism＂. ＂Postmodem＂ break the fascination with and dependence on ＂modemity＂. To dispel the ＂rational＂ in enchantment also means that the cornerstone of rational bureaucracy came crashing down. Rational bureaucratic system began in reaction to the authoritarian, but deeply get stuck in the anti-democratic ＂ quagmire. ＂ Is this caused by modernity or the bureaucracy＇s own logic？ Or a combination of the two？ The purpose of exploring the cause is to provide the road to save the bureaucracy. Patchwork of bureaucracy system is not an effective way to solve problems, but to completely abandon the bureaucratic system in modem society is neither possible nor realistic. Perhaps we can choose to follow a middle course.
