我国农村土地承包经营权流转问题初探

一直以来,土地是广大农民安身立命的根本.近年来,随着农村的产业结构调整,二、三产业的快速发展和农业规模化经营的兴起,农村剩余劳动力不断向城镇转移,农村土地承包经营权流转明显加快.文章通过对土地承包经营权流转的意义及流转过程中存在的问题分析,结合相关法律法规和国家政策,指出现行立法的不足并提出完善的建议,以期对该问题的解决有所裨益.
