新自由主义、美元霸权与应对国际金融危机的长期战略

本文认为，由美国寡头垄断利益集团所操纵的新自由主义和美元霸权是导致目前国际金融危机的基本原因，而“金融监管缺失论”、“消费需求过度论”、“金融创新过度论”、“实体经济与虚拟经济背离论”、“全球经济失衡论”等众多解释只是对国际金融危机各种次生原因“只见树木不见森林”的解释。本文还解释了新自由主义如何通过重构国家干预的作用．使之扭曲为培育泡沫经济的工具．对只看到表面现象并为新自由主义开脱的“政府干预失灵论”提出了质疑。提出上述观点的意义就在于，只有深刻认识国际金融危机的基本原因，才能采取有效地应对国际金融危机的措施。为了抓住主要矛盾并达到纲举目张的目的，本文就我国如何拒绝新自由主义的影响并破解美元霸权，从长期战略的角度提出了一些初步的建议：拒绝自由贸易，抛弃外向型经济发展模式，逐步减少乃至最后基本上停止吸收外国直接投资．坚决实施国内经济大循环战略。

New Liberalism,Hegemonism of US Dollars and The Long-term Strategies against International Financial Crisis

The essay points out that it is the New Liberalism and the hegemonism ot U5 Dollar manipulated by the monopoly groups that lead directly to the financial crisis in 2008. The explanations, including inefficient supervision, over-demanding consuming, excessive financial innovation, the deviation between the real economy and virtual economy and the unbalance of the global economy are the subsidiary reasons failing to see whole for the part. Besides, the article explains that the new liberalism is used to be the theoretical base of bubble economy through reconstructing the national inference and questions the argument of government inefficiency that pleads for the new liberalism. As long as we realize the fundamental reasons of the crisis, we can adopt effective measures against it. In order to catch the original reason and solve the problems, aimming at how to reject the new liberalism and resolve the hegemonisrn of US dollar, the article puts forwards some initial suggestions from the long-term angle such as changing the free trade, abandoning the export-oriented mode, decreasing gradually until stopping absorbing the direct foreign investment and practicing firmly national economical circle strategy.
