数字鸿沟问题的测度分析和对策探讨

本文首先以我国和发达国家之间、国内城乡之间的数字鸿沟为考察重点，讨论数字鸿沟现象和影响；然后利用国际电信联盟（ITU）建立的全球信息通信技术发展指数（IDI）的测度方法，对我国信息化发展水平和城乡数字鸿沟进行测度分析；最后探讨在市场经济体制下数字鸿沟产生的主要原因，并提出缩小数字鸿沟的对策建议。

Analysis and countermeasures of digital divide

This article first studies digital divide as well as its influence,by putting emphasis on the digital divide between China's development in city and countryside and that of developed countries.Following that,by method of the IDI analysis issued by ITU,it analyzes the advancement level of China' s informatization and digital divide between domestic cities and the countryside.Finally,the reasons for the emergence of digital divide are explored and countermeasures are proposed.
